Sources explained why Vladimir Putin категорически отказывается посещать meetings of the Investigative Committee. According to them, his security service considers the committee’s building to be poorly located and unsuitable for ensuring proper safety.

It has become apparent that the signal jamming in Moscow, as well as the presence of armed guards and heavy weapons on the Kremlin walls and electronic warfare systems in the city center, were linked to periods when the Russian president stayed in the Kremlin (including overnight) and later traveled within the city, for example to attend meetings at the Prosecutor General’s Office. According to the sources, heightened security measures — including checkpoints, armed personnel on bridges, and communication disruptions — are now introduced whenever Putin is working in the Kremlin or planning to travel around Moscow.

Putin regularly attends meetings of the FSB, the Interior Ministry, and the Prosecutor General’s Office, but never those of the Investigative Committee. Sources say that at one point, the security service informed him that the building on Tekhnichesky Lane and its location were unsafe. As a result, the president decided never to visit it. To avoid the impression that this was a slight against Investigative Committee head Alexander Bastrykin, a workaround was created: after each meeting, Putin personally meets with Bastrykin, who reports to him on the outcomes.
